Registration Scheme

Entry to the registration scheme is available to suitably qualified and experienced  employees of LEEA member companies.

OBJECT OF THE SCHEME

The object of the Scheme is to provide a register of technical personnel, employed by members of the Lifting Equipment Engineers Association recording their individual areas and categories of competence.  Persons registered will receive a LEEA TEAM card.


SCOPE OF THE SCHEME

The Scheme provides for eight different areas of competence and two different categories.

Areas of Competence

The areas of competence listed below are closely aligned with the subjects available in the LEEA Examinations.

(1)       General Lifting Gear

(2)       Manually Operated Lifting Machines

(3)       Power Operated Lifting Machines

(4)       Electric Overhead Travelling Cranes

(5)       Mobile Cranes

(6)       Derrick Cranes

(7)       Tower Cranes

(8)       Runways & Light Crane Structures

Note:   The committee is willing to consider additional areas of competence if there is a demand for them.  Members who have such a requirement are invited to inform the committee.

Categories of Competence

The two categories of competence are as follows:

(a)       Testing and Examining

This category will apply to the personnel who actually carry out the work of testing and examining.

(b)       Testing, Examining and Theoretical Checking

This category will apply to the personnel who are responsible for technical matters within the member organisation and to senior personnel involved in the work of testing and examining.

A person may therefore be registered for Testing and Examining or Testing, Examining and Theoretical Checking in any or all of the subject areas, according to their qualifications.

QUALIFICATIONS FOR REGISTRATION FOR TEAM CARD

The Scheme allows for a wide range of qualifications to be recognised, including LEEA's own Examination Diplomas, national public examinations passed, trade apprenticeships and proven suitable experience.


 

Testing and Examining

Applicants for Registration in this category shall satisfy the committee that they comply with the following requirements:

(a)       They are at least 20 years of age with a minimum of 2 years training and experience in the subject(s) to be registered together with LEEA Diploma(s) in the subject(s).

or

(b)       They are at least 35 years of age with a minimum of 5 years training and experience in the subject(s) to be registered and have been granted exemption by the committee in the subject(s).

Testing, Examining and Theoretical Checking

Applicants for Registration in this category shall satisfy the committee that they comply with the following requirements:

(a)       They are at least 25 years of age with a minimum of 3 years training and experience in the subject(s) to be registered together with LEEA Diploma(s) in the subject(s) and an appropriate LEEA Diploma endorsement for theoretical checking (or acceptable equivalent to the endorsement - see under Exemptions).

or

(b)       For the subject areas of

(1)          General Lifting Gear

(2)          Manually Operated Lifting Machines

(3)          Power Operated Lifting Machines

They are at least 35 years of age with a minimum of 10 years of such training and experience as will enable them to carry out their duties in the subject(s) to be registered at a responsible technical level together with LEEA Diploma(s) or exemption(s) (or any combination of Diploma(s) and exemption(s) in the subjects(s)).

Exemptions

A person who has served a trade apprenticeship or has nationally recognised qualifications and proven suitable experience may be granted exemption by the committee from passing some or all of the LEEA examinations.  When considering an application for such exemption the committee will consider whether the apprenticeship or qualification is appropriate to the registration sought.

A person with limited or no formal qualifications but with proven suitable experience may, following assessment, be granted exemption by the committee from passing the LEEA examinations for the subjects of General Lifting Gear and/or Manually Operated Lifting Machines only.  Exemption in this case will not normally be granted unless the applicant can show good reason for not having passed the examination(s).

 

Such exemption assessments will be carried out at the applicant's place of work or local to it whenever possible and will involve some or all of the following:

(a)       Interview.

(b)       Passing of a basic multi-choice exam paper.

(c)        Practical tests.

In addition to the above a person who has passed a recognised examination of a standard equal to or higher than the LEEA Theoretical Checking Endorsement Examinations shall be exempt from sitting those examinations.

NOTES FOR GUIDANCE

(1)       Proof of qualifications - examination passes

With the exception of LEEA examination passes the committee will wish to see some proof of the qualifications(s) claimed.  In general a photocopy of the award will be adequate and this should be enclosed with the application form.  In certain cases the committee may ask to see the original certificate etc and in such cases it should be sent by Recorded Delivery, marked for the attention of the Registrar.

DO NOT SEND ORIGINAL CERTIFICATES UNLESS SPECIFICALLY REQUESTED. All original certificates will be returned after inspection.

(2)       Proof of qualifications - training and practical experience

The committee will wish to see some proof of any training and/or practical experience claimed.  The sponsor’s report will in general be considered adequate provided it adequately verifies that the applicant has the required training and experience.  The sponsor should be someone with whom the applicant has been acquainted for at least the time specified in the ‘qualifications requirements’ and to whom he is responsible on technical matters e.g. Works Manager, Technical Director.

(3)       LEEA Diploma endorsements in theoretical checking

Since 1981 there have been two new LEEA examination papers available, those being endorsements for theoretical checking.  Passing an endorsement examination will convert a person qualified to register for Testing and Examining to one qualified to register for Testing, Examining and Theoretical Checking provided the other criteria of age and experience are met.

The two papers and the subjects they endorse are as follows:

Paper A will endorse the subjects of:

Lifting Gear General

Lifting Machines Manual

Lifting Machines Power

Paper B will endorse any subject.  (For further details see the examination syllabus).

RULES OF THE SCHEME

(1)       The Registration Scheme shall be the responsibility of the Examination and Registration Committee who may appoint sub-committee(s) and a Registrar to administer some or all aspects of the Scheme.

(2)       Only employees of members of the Lifting Equipment Engineers Association are eligible for Registration.

(3)       Registration is not automatically transferable.  Registered persons who move to employment with another member of the Association and who wish to continue as members of the Registration Scheme must re-apply.

(4)       All applications for Registration must be made in writing on the forms provided and must be accompanied by appropriate references, proof of qualifications etc as detailed in the section headed ‘QUALIFICATIONS FOR REGISTRATION FOR TEAM CARD’ together with a digital .JPEG photograph and the appropriate fee.

(5)       All applications will be considered by the Examination and Registration Committee who may appoint a sub-committee for that purpose.

(6)       Registered persons will receive a LEEA TEAM Card bearing their photograph and employer’s name and showing the areas and category of competence in which they have been Registered.

(7)       A person’s Registration shall remain valid for 5 years from issue when it can be renewed by provision of a new digital .JPEG photograph, confirmation of employment by a member company, continued relevant work experience and payment of the current fee.

(8)       Persons achieving additional qualifications in the LEEA examinations will automatically have these added to their Registration record.  An updated TEAM Card will be provided on request on receipt of the fee and a new digital .JPEG photograph.

(9)       Persons who wish for additional qualifications other than LEEA Diplomas to be considered should apply in writing on the form provided, enclosing the fee and a new .JPEG digital photograph.

(10)     Lost or damaged TEAM Cards may be replaced by forwarding the fee and a new digital .JPEG photograph.

(11)     The TEAM Card shall remain the property of the Association and shall be returned on demand.

(12)     The Examination and Registration Committee reserves the right to refuse, cancel or suspend Registration at any time.  When this occurs the person shall have the right to Appeal.  All Appeals will be considered by the Executive Committee of the Association.

SCALE OF FEES

The following fees shall apply:

(1)       Application Fee

(a)       Basic applications                                                                              £5.88

(b)       Applications involving exemption assessment                          *£175.00

(2)       Replacement Fee                                                                               £5.88

Notes:

(1)       All fees include VAT at the standard rate.

(2)       *This is a minimum fee and allows for exemption assessment in General Lifting Gear and/or Manually Operated Lifting Machines.  Additional expenses may be incurred and these will be charged at cost.
